Last week the Federal Housing Finance Agency, Fannie Mae and Freddie Mac came together and announced an expansion to the Home Affordable Refinance Program. This government programs enables underwater borrowers to get another chance to refinance up to 125% loan to value.
According to a Freddie Mac published survey, the average fixed thirty-year mortgage rates in New York dipped to a record low 3.94% in October, from this year’s high of 5.05%. In September, the FOMC voted to reinvest proceeds from maturing housing debt into mortgage-backed securities, switching from Treasuries.
